ABSTRACT

PurposeThis paper aims to identify key factors for a contextualised Systemic Risk Governance (SRG) framework and subsequently explore how systemic risks can be managed and how local institutional mechanisms can be tweaked to deal with the complex Indonesian risk landscape.Design/methodology/approachUsing a case study from Palu triple-disasters in Central Sulawesi, Indonesia, the authors demonstrate how inland earthquakes in 2018 created cascading secondary hazards, namely tsunamis, liquefactions and landslides, caused unprecedented disasters for the communities and the nation. A qualitative analysis was conducted using the data collected through a long-term observation since 2002.FindingsThe authors argue that Indonesia has yet to incorporate an SRG approach in its responses to the Palu triple-disasters. Political will is required to adopt more appropriate risk governance modes that promote the systemic risk paradigm. Change needs to occur incrementally through hybrid governance arrangements ranging from formal/informal methods to self- and horizontal and vertical modes of governance deemed more realistic and feasible. The authors recommend that this be done by focusing on productive transition and local transformation.Originality/valueThere is growing awareness and recognition of the importance of systemic and cascading risks in disaster risk studies. However, there are still gaps between research, policy and practice. The current progress of disaster risk governance is not sufficient to achieve the Sendai Framework for Disaster Risk Reduction (2015–2030) unless there is an effective governing system in place at the local level that allow actors and institutions to simultaneously manage the interplays of multi-hazards, multi-temporal, multi-dimensions of vulnerabilities and residual risks. This paper contributes to these knowledge gaps.

ABSTRACT

The earthquake disaster has an impact on tourist visit intention. This study aims to investigate tourist behavior in the post-earthquake disaster linkage between information sources (word of mouth and electronic word of mouth) and risk perception toward tourists' visit intentions to a destination in Indonesia. This study applies the SOR theory to predict tourists' behavior in the destination aftermath. The Partial Least Squares Structural Equation Model was used to examine the hypothesis of the study. The result found that information sources (electronic word of mouth and word of mouth) significantly influenced visit intention in the time of post-earthquake disaster. The risk perception has not significantly influenced visit intention in post-earthquake disasters. The discussion and conclusion of the study are discussed herein. Overall, the findings of the study may contribute to the theory by adding information sources to predict tourist behavior post-earthquake disaster and also gives a practical contribution to the tourism sector, stakeholders, tourism marketers, and policymakers in Indonesia to enhance the marketing strategy by considering destination promotion through word of mouth (offline) and electronic word of mouth (online) and its mechanism on tourists' travel decision in the time of aftermath.

ABSTRACT

The 2022 (M 6.8) Luding earthquake on the Xianshuihe Fault Zone (XFZ) caused severe casualties and property losses, and surface deformation and damage of which is crucial for studying the earthquake hazard assessment. However, few intensive scientific understanding has obtained to date because of widespread coronavirus transmission, strong vegetation coverage, and post-earthquake paralyzed traffic. By integrating high-resolution satellite images, large-scale geomorphic mapping, and UAV surveys, we constrain coseismic fractures and ruptures along an NW-SE-trending surface deformation zone, with discontinuous geomorphic scarps, en echelon cracks, and bulges concentrated in the areas of Yanzigou, Moxi, Menghugang, and Xingfu villages near the epicenter. Field observation also shows that the zone extends nearly parallel to the pre-existing XFZ with a length of ∼35 km with variable widths and a maximum vertical displacement of ∼100 ± 10 cm. The earthquake-induced surface coseismic effects, such as landslides, rock falls, and collapses, caused damage to the area. The amplification effect of the topography and the improper aseismic design and poor constructions may be responsible for the spatial distribution of MM Intensity IX, which is larger than other previous earthquakes that occurred in the surrounding area with a similar tectonic setting.

ABSTRACT

PurposeThe emerging markets are facing a lot of risks and disruptions across their supply chains (SCs) due to the deadly coronavirus disease 2019 (COVID-19) pandemic. To mitigate the significant post-COVID-19 consequences, organizations should modify their existing strategies and focus more on the key flexible sustainable SC (SSC) strategies. Still now, a limited number of studies have highlighted about the flexible strategies what firms should adopt to reduce the rampant effects in the context of emerging markets.Design/methodology/approachThis study presents an integrated approach including Delphi method, Bayesian, and the Best-Worst-Method (BWM) to identify, assess and evaluate the importance of the key flexible SSC strategies for the footwear industry in the emerging market context.FindingsThe results found the manufacturing flexibility through automation integration as the most important flexible SSC strategy to improve the flexibility and sustainability of modern SCs. Also, developing omni-channel distribution and retailing strategies and increasing the level of preparedness by using artificial intelligent are crucial strategies for overcoming the post-COVID-19 impacts.Originality/valueThe novelty of this research is that the research connects a link among flexible strategies, SCs sustainability, and the impacts of the COVID-19 pandemic. Moreover, the research proposes a novel and intelligent framework based on Delphi and Bayesian-BWM to identify and analyze the key flexible SSC strategies to build up sustainable and robust SCs which can withstand in the post-COVID-19 world.

ABSTRACT

BACKGROUND: Severe damage was experienced in 10 provinces in Turkey, and the north of Syria, with the earthquakes that hit Kahramanmaras at midnight and afternoon on February 6, 2023. AIM: The authors aimed to give brief information to the international nursing community about the situation related to earthquakes in the aspects of nurses. CONCLUSION: These earthquakes caused traumatic processes in the affected regions. Many people, including nurses and other healthcare professionals, died or were injured. The results demonstrated that the required preparedness had not been applied. Nurses went to these areas voluntarily or on assignment and cared for individuals with injured. The universities in the country passed to distance education because of the shortage of safe places for victims. This situation also negatively influenced nursing education and clinical practice by interrupting in-person education one more time after the COVID-19 pandemic. IMPLICATIONS FOR NURSING AND NURSING POLICY: Since the outcomes show a need for well-organized health and nursing care, policymakers may consider getting nurses' contributions to the disaster preparedness and management policy-making processes.

ABSTRACT

Technological advancements and the appearance of low-cost Raspberry Shake seismographs have enabled the development of citizen science seismic networks in many areas worldwide. These networks can help reduce seismic risk and increase citizens' understanding of seismology and earthquakes. Such a network exists in Bucharest, one of the cities in Europe that are struck and affected by strong Vrancea earthquakes. The paper aims to show that data from such networks can be used in both outreach programs and research studies. There are presented, for the first time, seismic observations collected over two years beginning in the summer of 2020 in the Bucharest area based on the low-cost seismometers from the citizen science Raspberry Shake network. A significant number of earthquakes from the Vrancea region were recorded by the Bucharest Raspberry Shake Seismic Network (BRSSN). Some of them were felt by Bucharest inhabitants. The National Institute for Earth Physics in Magurele (Romania) organizes educational events that promote geosciences among the population and presents the tools at its disposal for a better understanding of earthquakes and their effects, contributing this way to the development of the concept of citizen science. Citizens are the first witnesses to seismic events and the citizen science seismic network provides them with the first direct information about the event via web apps available for any internet-connected device. Their involvement as non-professional participants helps in providing data for scientists via questionnaire forms to improve scientific research for earthquake assessment. Since citizen seismometers are installed in urban areas, an analysis of the ambient seismic noise (ASN) was performed in addition to the analysis of recorded seismic events. The analysis indicates that the level of seismic noise is mainly controlled by human activities. At the same time, for one citizen seismometer installed in a school in Bucharest, the results show patterns of noise variations due to students' activity.

ABSTRACT

One would expect a wildfire exploration in a region prone to wildfires to begin close to home, not Australia, but that is where it started. Lowry teaches preK in a constructivist school in an area prone to wildfires, earthquakes, winds, and floods. One of her students went back to visit relatives in Australia during the winter of the 2019-2020 school year, immediately before the initial COVID-19 quarantine. They emailed the student regularly and heard about the intense heat where he was visiting. They looked up Australia in the news and saw images of the wildfires. After a little work comparing Australia and their area, one of the students said, "This could happen here! We HAVE to do something!"

ABSTRACT

The sediments underneath Mexico City have unique mechanical properties that give rise to strong site effects. We investigated temporal changes in the seismic velocity at strong-motion and broadband seismic stations throughout Mexico City, including sites with different geologic characteristics ranging from city center locations situated on lacustrine clay to hillside locations on volcanic bedrock. We used autocorrelations of urban seismic noise, enhanced by waveform clustering, to extract subtle seismic velocity changes by coda wave interferometry. We observed and modeled seasonal, co- and post-seismic changes, as well as a long-term linear trend in seismic velocity. Seasonal variations can be explained by self-consistent models of thermoelastic and poroelastic changes in the subsurface shear wave velocity. Overall, sites on lacustrine clay-rich sediments appear to be more sensitive to seasonal surface temperature changes, whereas sites on alluvial and volcaniclastic sediments and on bedrock are sensitive to precipitation. The 2017 Mw 7.1 Puebla and 2020 Mw 7.4 Oaxaca earthquakes both caused a clear drop in seismic velocity, followed by a time-logarithmic recovery that may still be ongoing for the 2017 event at several sites or that may remain incomplete. The slope of the linear trend in seismic velocity is correlated with the downward vertical displacement of the ground measured by interferometric synthetic aperture radar, suggesting a causative relationship and supporting earlier studies on changes in the resonance frequency of sites in the Mexico City basin due to groundwater extraction. Our findings show how sensitively shallow seismic velocity and, in consequence, site effects react to environmental, tectonic and anthropogenic processes. They also demonstrate that urban strong-motion stations provide useful data for coda wave monitoring given sufficiently high-amplitude urban seismic noise.

PurposeBuilding on perspectives from the study of multilevel governance, migrants' inclusion and emergency management, this article asks how differences across national regulations for foreign residents, work eligibility and access to national emergency supports intersected with local approaches in responding to migrants.Design/methodology/approachThis article examines national policy adjustments and parallel subnational governance early in the pandemic for three groups of foreign residents: international students, technical interns and co-ethnics with long-term visas, primarily Brazilians and Peruvians. It uses Japanese-language documents to trace national policy responses. To grasp subnational governance, the article analyzes coverage in six Japanese regional newspapers from northern, central and western Japan, for the period of April 1 to October 1, 2020.FindingsNational policies obstructed or enabled migrants' treatment as members of the local community but did not dictate this membership, which varied according to migrant group. Migrants' relationship to the community affected available supports.Originality/valueThe article brings together perspectives on multilevel governance, emergency management and migrants' inclusion. It exposes how different migrant groups' ties to the local community affected access to supports.

ABSTRACT

Before the 2020 COVID‐19 pandemic, cruise ship tourism had been one of the fastest growing segments of global tourism, presenting a range of potential impacts. At Akaroa Harbour, Aotearoa New Zealand, the number of annual cruise ship visits more than quadrupled following earthquake damage to Ōtautahi Christchurch's Lyttelton Port in 2011. Akaroa Harbour is an area of core use for endangered and endemic Hector's dolphins (Cephalorhynchus hectori). Dolphins here are exposed to some of the highest levels of cetacean tourism in Aotearoa New Zealand. Relationships were examined between growth in cruise ship visits, as well as tours focused specifically on dolphins, and long‐term trends in summer distribution of Hector's dolphins at Akaroa Harbour, from 2000 to 2020. Core use areas for Hector's dolphins within the harbour were quantified via kernel density estimation using data from 2,335 sightings from over 8,000 km of standardized survey effort. Data were allocated into four periods based on varying levels of tourism. Dolphin habitat preference varied over time, with the greatest change occurring between 2005–2011 and 2012–2015. When comparing these periods, the spatial overlap of core habitat was less than 24%. Dolphin distribution shifted towards the outer harbour after 2011 and has remained relatively consistent since. The observed shift in distribution coincided with the more than fourfold increase in annual cruise ship visits to Akaroa Harbour. Several pressures related to cruise ship tourism are likely to have influenced habitat preferences of dolphins. Further investigation into causal factors of the observed shift is warranted. In the wake of the COVID‐19 pandemic, the future of cruise ship and wildlife tourism is in flux. Our findings suggest that the future re‐development of this industry should follow a precautionary approach, with the onus on industry to provide evidence of sustainability before proceeding.

Introduction: One of the most important concerns in responding to disasters is providing Basic Life Support (BLS) services. Considering the key role of Emergency Medical Services (EMS) in providing BLS, the purpose of this study is to investigate the experience of provincial EMS during their response to the Arasbaran twin earthquakes and its challenges in Iran. Methods: This study was conducted using a qualitative approach and the conventional content analysis method. Data were collected through Focused Group Discussions (FGD) and semi-structured in-depth interviews with purposively-selected EMS paramedics and officials in East Azerbaijan Province, Iran. To form the main categories, the interviews were encoded in three stages and the similar codes were placed under the same subcategories and merged. Results: A total of 26 EMS paramedics participated in the study. The codes extracted from the interviews, after three stages of reduction, were placed in the top ten categories, including the lack of preparedness and coordination, dead bodies' management challenges, responders' psychosocial support, deficiencies in supplies and ambulances, difficulty of access to rural areas, volunteer management, non-documentation of the experiences, communication challenges, recalling, and deploying of EMS responders. Conclusion: Timely response of the EMS and paramedics' sense of responsibility for providing services were positive and successful points about the emergency response operations. The weaknesses of EMS should, therefore, be addressed through transferring of experiences and by planning and arranging training courses.

While the rest of the world is still battling the latest wave of COVID-19 and implementing lockdown measures to combat the spread of the virus, China has been celebrating its ‘victory' over the pandemic since the end of February 2020, with Xinhua (2020) announcing a book praising the country's success in disease control to be published in six languages. COVID-themed news reports, award ceremonies, documentaries, and TV series singing the praises of ‘everyday heroes' in controlling the virus have become a daily occurrence in the Chinese media. [...]the glorification of ‘sacrificial' and ‘grateful' citizens in these stories tantalises human desires to encourage citizens' willing compliance with the Party-State's transformation of a national tragedy into its narrative of victory. Expressions of the Party's leadership role are loud and clear in each episode, be it through the authoritative voices of CCTV News broadcasting the national deployment of resources in supporting Wuhan, or the parade of trucks and buses shipping supplies into the city.

ABSTRACT

Organisational functionality is critical for ensuring that the organisation remains focused on providing its performance mandate, especially in times of disruption such as the Corona Vims Pandemic, natural disasters caused by floods, earthquakes, and civil unrest. In times of disruption, organisation could enhance their functionality by applying the Viable System Model (VSM>. The KwaZulu-Natal Department of Education (KZNDOE>, experienced functionality-related challenges during the Pandemic which hindered the delivery of teaching and learning across most schools. Therefore, the study aimed to enhance the department's functionality using the VSM. The target population consisted of300 senior managers, principals, and educators at the KZNDOE. The study employed an exploratory research design gathering data from 14 respondents through interviews as the data collection instrument. Data were analysed thematically using the NVivo 12 model. The study findings revealed that KZNDOE was not prepared to deal with the complexity presented by the Corona Virus Pandemic due to a dysfunctional structure, lack of resources, and skills incompetency to deal with complexity. To address the challenges, the department reviewed the functional structure which was last reviewed in 2011 to one that is adaptive in responding to the complex environment. The review would include the change of structure by creating new structures within the department that can deal with the Pandemic. For example, the study recommended a specific structure that deals with enhancing performance, Corona Virus Pandemic communication network, empowerment structures for educators, and structures to provide for remote learning and pre-learning materials. The study however recommended that a similar study could be conducted in other provinces to have a balanced view before making national inferences.

ABSTRACT

PurposeThis paper focuses on multi-objective order allocation with product substitution for the vaccine supply chain under uncertainty.Design/methodology/approachThe weighted-sum minimization approach is used to find a compromised solution between three objectives of minimizing inefficiently vaccinated people, postponed vaccinations, and purchasing costs. A mixed-integer formulation with substitution quantities is proposed, subject to capacity and demand constraints. The substitution ratios between vaccines are assumed to be exogenous. Besides, uncertainty in supplier reliability is formulated using optimistic, most likely, and pessimistic scenarios in the proposed optimization model.FindingsCovid-19 vaccine supply chain process is studied for one government and three vaccine suppliers as an illustrative example. The results provide essential insights for the governments to have proper vaccine allocation and support governments to manage the Covid-19 pandemic.Originality/valueThis paper considers the minimization of postponement in vaccination plans and inefficient vaccination and purchasing costs for order allocation among different vaccine types. To the best of the authors' knowledge, there is no study in the literature on order allocation of vaccine types with substitution. The analytical hierarchy process structure of the Covid-19 pandemic also contributes to the literature.

Türkiye, 6 Şubat 2023 tarihinde, tarihindeki en büyük deprem felaketlerinden birisiyle karşılaşmıştır. Depremin etkisi 10 ile yayılmış ve bu durum depremin yıkıcı etkisini artırmıştır. Millî Eǧitim Bakanlıǧı (MEB), depremin ilk gününden itibaren eǧitim hizmetlerinin başlatılması ve insani yardımların saǧlanması için harekete geçmiştir. Bu kapsamda sahip olduǧu insan kaynaǧı ve üretim kapasitesini depremin etkilerini azaltmak için kullanmıştır. Bu çalışmanın amacı, afet sonrası dönemde eǧitim yönetimi ölçütlerini dikkate alarak MEB'in 6 Şubat 2023 depremi sonrasında eǧitim hizmetlerini sürdürme ve afette etkilenen vatandaşlara sunduǧu destekleri deǧerlendirmektir. Deprem alanında sunulan insani yardımlarda MEB kurumlarmm ilk günden itibaren ana üretici konumunda olduǧu gözlenmiştir. MEB kurumlan deprem alanında yemek, barınma, ısınmaya yönelik üretimlerin ve daǧıtımların büyük kısmını üstlenmiştir. MEB, eǧitim hizmetlerinin en kısa sürede sunulabilmesi için gerekli alanların oluşturulmasını, öǧretmen ve psikolojik danışmanların görevlendirilmesini saǧlamıştır. Çadırlar, konteynerler ve prefabrik okullar aracılıǧıyla eǧitim hizmetleri hızla başlatılırken okullarda yüz yüze eǧitime geçiş için hazırlıklar yapılmıştır. Elastane sınıfları oluşturularak öǧrencilerin tedavi sürecinde eǧitimlerine devam etmesi saǧlanmıştır. Diǧer şehirlerde eǧitim almak isteyen öǧrenciler için nakil süreci kolaylaştırılmış, bu öǧrencilerin parasız yatılı hizmetlerinden ücretsiz yararlanmasını saǧlamıştır. INEE ve UNESCO-IIEP tarafından geliştirilen afet sonrası eǧitim çerçeveleri dikkate alındıǧında MEB'in deprem sonrasında eǧitim için önerilen adımları atarken sosyal yardımların saǧlanmasında da Covid-19 salgınındaki tecrübesini etkin şekilde kullandıǧı görülmektedir.Alternate :One of the largest earthquake disasters in Turkish history occurred on February 6, 2023. The earthquakes impacted ten provinces greatly, which increased its destructive effect. Immediately following the earthquakes, the Ministry of National Education (MoNE) began providing education services and humanitarian assistance. By utilizing its human resources and production capacity, the MoNE was able to mitigate the effects of the earthquakes. The purpose of this study is to assess the support provided by the MoNE to the continuation of education services after the earthquakes as well as assistance to the citizens affected by the disaster, taking into account the global frameworks. It was observed that MoNE institutions played a major role in providing humanitarian assistance in the earthquake area. MoNE has taken on the majority of the production and distribution of food, shelter, and heating. To ensure that education services are provided as quickly as possible, the MoNE lias developed education areas and appointed teachers and psychological counselors. As education services were rapidly launched through tents, containers, and prefabricated schools;preparations were made for the transition to face-to-face education. Students were able to continue their education during the course of their treatment in hospital classes. The transfer for students who wish to study in other cities was facilitated and free boarding facilities were provided. Based on the guidelines for education in emergencies frameworks by INEE and UNESCO-IIEP, it may be concluded that the MoNE effectively implemented the suggested policies for the continuation of education, and utilized its experience in the Covid-19 outbreak in providing social assistance.

ABSTRACT

Aim. This research aimed to explore how servant leadership nurtures nurses' job embeddedness by uncovering the sequential mediation of psychological contract fulfillment and psychological ownership. Background. The healthcare of Pakistan is undergoing an acute shortage of 1.3 million nurses. The gap is widening due to unprecedented natural uncertainties (floods, earthquakes, COVID-19, dengue, polio, and monkeypox) and the large-scale brain drain of nurses. Therefore, exploring the underlying factors that could facilitate nurses' job embeddedness is imperative. Methods. A cross-sectional research design was employed, wherein data were gathered in three rounds, two months apart, from 587 nurses employed in public hospitals in Pakistan, and analysis was performed with Smart-PLS. Results. Servant leadership positively influences nurses' job embeddedness and psychological contract fulfillment. Besides, psychological contract fulfillment positively affects psychological ownership, and psychological ownership enhances nurses' job embeddedness. Finally, psychological contract fulfillment and psychological ownership sequentially mediate the relationship between servant leadership and job embeddedness. Conclusions. This research emphasized the vitality of servant leadership in nurturing nurses' job embeddedness. Implications for Nursing Management. Healthcare authorities should keenly focus on promoting servant leadership that shapes the positive perception of nurses about their psychological contract fulfillment and psychological ownership, which are essential resources to cherish nurses' job embeddedness.

ABSTRACT

PurposeThis paper discloses the risk management response strategies and the perceived effectiveness of the strategies employed by companies operating within manufacturing clusters in Puerto Rico from 2016 until 2020, the second year of the coronavirus disease 2019 (COVID-19) pandemic.Design/methodology/approachThe research design consists of questionnaire-based survey responses from companies belonging to manufacturing clusters, followed by semi-structured interviews and secondary sources of information.FindingsThe results reveal the risk responses used to manage specific risk types. Albeit respondents' dependency on an assortment of company-centric and cluster-bound risk response strategies, the perception is that the former is more effective when adequate local sources are available and the latter when the cluster has strong interconnectedness among the cluster's members.Research limitations/implicationsFurthermore, there is a generalized belief that long-term cluster-bound strategies are required to complement individual companies' overall risk management strategies.Originality/valueThis paper demonstrated that due to the volatility, uncertainty, complexity and ambiguity (VUCA) nature of the Caribbean region, mixed risk management might result in better and more favorable long-term performance.
